Expanding Cooperative E-Resource Licensing in Florida
Currently three entities of higher education negotiate for and/or license electronic resources in Florida. Expanding cooperative licensing and e-resource purchasing efforts across the state so that these group are working together could result in cost efficiencies and greater opportunities for resource sharing. This program will explore issues raised by cooperative licensing ventures, review challenges posed by the management and coordination of cooperative efforts across the three systems, discuss the data gathering that has been undertaken to date, and describe the current landscape of e-resources across the state.

Florida Shared Collection Facility
This presentation will be an overview of the planned statewide storage facility, called the Shared Collection Facility. This project currently includes all 11 state university libraries, but the task force includes members from the state colleges as well as the private institutions in Florida. The presentation will provide an overview of the standard procedures and equipment found in existing high-density storage facilities and an outline of the proposed Florida Shared Collection Facility, including initial policy recommendations and other facets of the storage operation. Finally, future directions for the task force and the most recent budget information related to this project will be discussed. The audience is encouraged to provide feedback, which will then be taken back to the task force for consideration.

Panel Discussion: Can We Learn to Share? Crossing the Public/Private Divide in Florida
Jonathan Miller will introduce the session by presenting of a study of academic library consortia in North America that include both public and private institutions. Emphasis will be on consortia that provide unmediated borrowing of library materials and cooperative licensing or acquisition of electronic products, the history of how these consortia came to include both public and private institutions, and what kind of governance and financial structures they use to accommodate a diverse group of libraries. Practical examples will be discussed.

The presenters will then discuss the efforts which have taken place since May 2008, when an informal group of library directors began work to expand library cooperation between the State Universities libraries, the State College libraries, and the libraries of the Independent Colleges and Universities of Florida (ICUF.) Each of these groups has a history of cooperation within their consortial affiliation, but in the past efforts to overcome these three silos have foundered. The presenters will describe the vision for expanded cooperation in Florida and provide an update on efforts to put the vision into practice, with particular emphasis on cooperative licensing of electronic resources, cooperative usage of a high density storage facility being planned at the University of Florida, and various forms of resource sharing like unmediated borrowing and interlibrary loan.
